Will My Foreign MBBS Degree Be Valid in Pakistan? (PMDC & HEC Rules Explained)

Imagine spending 5 or 6 years studying medicine in China, Kazakhstan, or Georgia. You graduate, you come back to Pakistan, and you walk into the Pakistan Medical & Dental Council (PMDC) office to register.

And they tell you: “Sorry, we do not recognize this university.”

It is a nightmare scenario. And sadly, for students who choose the wrong consultants, it happens.

But you need to understand the rules yourself. Here is the 2026 guide to foreign degree validity in Pakistan.

1. The “Green List” (PMDC Recognition)

The PMDC maintains a specific list of foreign universities that meet their standards. This is often called the “Green List.”

The Rule: If you graduate from a university on this list, you are eligible to sit for the licensing exam in Pakistan. The Danger: If you go to a university that is not on this list (even if it is cheap!), you will never get a license to practice in Pakistan. You will be a doctor on paper, but you cannot treat patients here.

2. The NLE (National Licensing Exam) Reality

Many students think, “If I study in Pakistan, I don’t have to give a test.” Wrong.

Whether you graduate from King Edward in Lahore or a top university in Beijing, EVERYONE has to pass the National Licensing Exam (NLE) to get a full license.

The days of “foreign graduates only” exams are gone. The playing field is level. If you study at a high-quality university abroad—one with good hospitals and strict exams—passing the NLE is achievable. We help you choose universities with high passing rates.

3. House Job: The Crucial Year

After you pass your NLE, you must complete a mandatory House Job (internship) in a recognized hospital.

Good News: Foreign graduates who pass the NLE are eligible for paid House Jobs in Pakistani government hospitals, just like local graduates. Better News: Some countries like China and UK offer internships as part of their degree. If your university’s internship is recognized by PMDC, you might save a year!

4. HEC Equivalence (Don’t Forget This!)

PMDC is for your license. HEC (Higher Education Commission) is for your degree’s academic value. If you want to apply for a government job (Grade 17/18) later, you need an Equivalence Certificate from HEC stating your foreign MBBS is equal to a Pakistani MBBS.

The Requirement: HEC requires you to have studied specific science subjects in F.Sc/A-Levels (Biology, Chemistry, Physics). The Trap: Some agents send Arts or Commerce students to do MBBS abroad. Do not do this. HEC will never recognize it, even if you become a surgeon abroad.

Final Verdict

Studying abroad does NOT mean your degree is weak. In fact, a degree from a top-tier university in Turkey or Europe can be more prestigious than many private colleges here.

The only thing that matters is Validation.
